Well, I think there is... in "Pester's Party" Pester called the pigtailed Ruffian Susie, so, I'd say that Ruffian is female.

"Pester's Party" just finished playing on 4Kids, and as Polly Pretztail here just said, Pester named the pigtailed Ruffian "Susie". Plus everytime it comes to my garden, my brother yells, "THE GIRL ONE! ITS HEEEEEERE!" lol

Yes, Pester confirmed the fact that the Ruffian with pigtails was a girl. Which makes sense because I noticed she also wears a little purple skirt.
