try talking to seedos a lot more because you can obtain seeds faster than him than through the store. If that doesn't work, then just look at a different website or try to unlock some other things first

True, but Seedos won't toss out weed seeds.

I just checked my level 5 garden and the toadstool seed is available for sale, as the wiki states. It's on the second page, so you'll have to scroll down to see it.

how do you talk to him

Lots of basics were explained through the tutorials at the start of (and throughout) the game. Try double-tapping Seedos with your stylus. He might toss out a seed.
