how to scare Ruffians with Buzzlegums

i have been trying for a while now and just can't seem to be able to do it, could someone explain how to do the requirement

I thought the requirement was "get enough Buzzlegums"... so keep breeding.

Edit: you also have to fulfil the visitor requirements for the animal you are trying to unblock. It's a two-way thing.
