How/when do you get snow packets?

When do you unlock the snow packets. I already have the short grass, long grass, sand, and I need the snow.

When you go to the pinartic and come back. Around level 6 or 7 I believe

yeh after you capture a pinata from the pinarctic you get it.

I believe you're supposed to recieve it right after trapping a Pinarctic Pinata, much like the Sand packet.

I was worried because I didn't get the snow packet... but it just took a couple of minutes after I released an arctic critter into the garden :)
