Professer Pester will sometimes try to stop you for getting Pinata's in your garden. So it's up to you to remove the block. Do this and Pester will be drinking tea, sadly awaiting on new ideas to stop you from his Ruffians.

Assuming so, but it's only to make the game a bit more harder. It probably won't be in Just for Fun mode, but still.
